To this end, it introduces the right to participation present in the Convention on the Rights of the Child and its scope, as well as the scarcity of spaces for participation and the limitations they present. Based on an investigation of the Children's Councils in the municipalities of Lima and Miraflores in Peru, characteristics are presented on the citizen awareness of the councilors based on the analysis of three components: awareness of rights, awareness of responsibility and sense of belonging to a community. It is found that they have a sense of belonging to the group of children with whom they share characteristics, problems and interests and recognize their role as important to represent this group. Similarly, the potentialities and limitations of this program to ensure effective participation are identified. Finally, the implications of recognizing children as political subjects from a political science perspective are explored, mentioning their importance for rethinking public policies, civic education, citizenship studies and the potential for political change. En el presente artículo se presenta una reflexión en torno al avance del reconocimiento de las niñas y niños como sujetos políticos. Para ello, se introduce el derecho a la participación presente en la Convención sobre los Derechos del Niño y sus alcances, así como la escasez de espacios de participación y las limitaciones que estos presentan. En base a una investigación sobre los Consejos de las Niñas y los Niños en las Municipalidades de Lima y Miraflores en el Perú, se presentan características sobre la conciencia ciudadana de las niñas y niños consejeros a partir del análisis de tres componentes: conciencia de derechos, conciencia de responsabilidad y sentido de pertenencia a una comunidad. Se encuentra que poseen un sentido de pertenencia al grupo de niñas y niños con quienes comparten características, problemas e intereses y reconocen su rol como importante para representar a este grupo. De igual forma, se identifican las potencialidades y limitaciones de este programa para asegurar una participación efectiva. Finalmente, se exploran las implicancias de reconocer a las niñas y niños como sujetos políticos desde las Ciencias Políticas, mencionando su importancia para repensar las políticas públicas, la educación cívica, los estudios sobre ciudadanía y el potencial de cambio político.
